Divisions Headquarters Millenion

People in Hanazaki don't know the existance of the assassins in the city but they're Headquarters is an building that's also known as Blue Water. The assassins Headquarters is actually disquised as the water company that takes care of water. But in truth the training of the assassins happen in this building.
